TARP or No TARP, Stimulus Packages or Not

Your Bank Probably Isn't Lending

The truth is, most banks are sitting on their TARP money. Why? There are three obvious reasons.

• First, the weaker institutions are heaving a sigh of relief because the capital injection of TARP funds restored their ratios to more acceptable regulatory levels. But they still have assets they need to get rid of and loan loss reserves that are soaking up earnings. TARP money didn't lead them out of the woods, and won't.
• Second, the level of regulatory scrutiny of institutions that accepted TARP funds is, shall we say, elevated. Bankers are reluctant to ease credit access because regulators are increasingly involved in the day to day operation or their banks. 
• Third, TARP money comes with a lot of strings, not the least of which is the requirement to pay the government a dividend, yet another drain on earnings and true capital formation.
